Criminal charges of Unlawful Sexual Relations (Kansas Statute 21-5512) were filed Tuesday, Oct. 2, against former Johnson County Sheriff’s Deputy Vernon Finkenbinder. Finkenbinder has been charged with inappropriately communicating with and touching a female inmate while in custody at the Central Booking Facility.
The incident is alleged to have occurred on Sept. 23 and was reported to deputies on Sept. 25. Immediately following the allegations, a criminal investigation was initiated as well as a Professional Standards inquiry.
Finkenbinder was placed on administrative leave and has subsequently resigned from the Sheriff’s Office.
Investigators have determined that this was an isolated incident. At no time was the security of the facility, staff or other inmates in jeopardy.
