Felter elected Olathe School Board president

LeEtta Felter was elected president of the Olathe Public Schools Board of Education during the group’s regular meeting on July 10. Rick Schier was elected vice president. Other significant roles will be held by Joy Bondurant (clerk), Deb Madden (deputy clerk), Merle Hastert (treasurer), and Michael Norris of Norris & Keplinger, L.L.C. (school district attorney).

Chief Financial and Operations Officer John Hutchison shared preliminary budget information with the board. The budget development timeline currently includes publishing the Notice of Hearing on July 19, holding a community budget workshop at 6 p.m. July 31, presenting the proposed budget to the board and holding a public hearing on Aug. 7, adopting the budget on Aug. 7, and certifying the budgets on Aug. 25.

In other business, the board:

  • Approved a consent agenda including meeting minutes; reports; Olathe Head Start plans, etc.; student trips; 1,116-hour school term policy; inclement weather days; official district newspaper for public notices; appointments and designations; resolution for disposal of surplus property; resolution for use of petty cash; resolution for the use of activity funds; authorization of advance payments of claims; resolution for destroying outdated records; and approval of financial institutions.
  • Approved career and technical education agreements for a three-year cycle with Wellsville Unified School District 289 and Spring Hill Unified School District 230.
  • Approved revised social studies curriculum for kindergarten through 12th grade, high school math courses, and early childhood curriculum.
  • Approved a bid to replace the multi-sport scoreboard in the gym at Olathe North High School.
  • Approved a bid to replace digital cameras for the Basic and Advanced Digital Photography classes at all four high schools.
  • Approved a bid to purchase additional band and orchestra instruments to help with program growth districtwide.
  • Approved a Notice of Hearing for publication in The Olathe News on July 19 regarding the 7 p.m. Aug. 7 budget hearing.
  • Set a regular meeting schedule of 6 p.m. on the first Thursday of each month (exception is Jan. 8, 2015) in the Education Center, 14160 Black Bob Road. Meeting dates for 2014-15 will be Aug. 7, Sept. 4, Oct. 2, Nov. 6, Dec. 4, Jan. 8, Feb. 5, March 5, April 2, May 7, and June 4. The board’s 2015-16 organizational meeting will be on July 16, 2015. The third Thursday of each month is reserved for potential special meetings.
  • Appointed board members to serve with various organizations: Amy Martin, Region 15 vice president on the Kansas Association of School Boards’ (KASB) board of directors; LeEtta Felter, KASB governmental relations network; Harlan Parker, Head Start Policy Council; and Rick Schier, Olathe Public Schools Foundation.
  • Received information on future action items including textbooks and curriculum; site grading for High School 5; a bid to replace pool bleachers at California Trail Middle School; a bid for new commercial-grade carpet cleaning machines; updated Acceptable Use Policy for district-provided access to electronic information, services and networks; alternative materials for the playground area at Millbrooke Elementary School; and naming High School 5.
  • Received a written report on a newly formed partnership between the district, Johnson County Community College and the University of Kansas, titled Degree in 3. It provides options for students to earn college credits in high school and earn degrees quicker at those two post-secondary schools.
  • Received a written report on Senate Bill 155 which was designed to stimulate more career and technical education at the secondary and post-secondary levels in Kansas. In spring 2013, 52 Olathe graduates qualified for the certification incentive program, thus earning $52,000 for the district. This year 78 Olathe students earned a certification for a total of $78,000, a 50 percent increase from 2013.
  • Received an update on unencumbered cash balances as of June 30.
